Over the western coast of Africa, a plane transporting weapons explodes, and seemingly separate crimes begin to connect into a dangerous political conspiracy. A young police officer investigates a mysterious murder, but each new clue brings her closer to powerful individuals, secret deals, and government structures that want to keep the truth hidden. Meanwhile, an experienced operative carrying out unofficial tasks for a high-ranking official becomes increasingly entangled in a web of manipulation, betrayal, and bloody secrets.
